History/Background Story:Known for his reputation as the Dragon King for his dragon like summon he is the youngest person to take the position of kage in a village. He was born and raised in the Mist and was privately taught by his father, who kept him out of the academy for fear of his only son being injured. At the age of 12, against his father's orders he secretly left to go to the academy's graduation test and convinced the teacher, a long time friend of the family, to allow him to participate in the exam. Upon completion he passed the test and was accepted as a ninja in the mist. From that day on, he worked his way through the ranks of the village in hopes to prove to his father that he was the same, if not better than those around him.
At the age of 17 while on a mission to a small village he met a bizarre man who claimed that he was able to control creatures of legend, at first Kisho believed him to be just another senile old man, but after traveling to the our skirts of the town, the old man showed him that he was able to summon and control an ancient and powerful series of dragons. After a long conversation with the man and a showing of his power to prove he was worth, the man had him sign a contract scroll that seemed to be hundreds if not thousands of years old, and over several months, how to summon and control the dragons.
After returning to the village, with his new abilities, he was chosen as the heir to the current Mizukage. When Kisho was 20, a small civil war broke out among the village over how the mizukage was ruling the vilage, and during a raid on the Mizukage's manor, assassinated the current leader, leaving Kisho to rule over the village.

Water Jutsu

>Baku Suishouha
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Supplementary
After forming the needed handseals, the user will expel water from his mouth. This will then expand into a large volume of water.

>Daibakufu no Jutsu
Range: Mid (5m ~ 10m), Far (10m+)
Type: Attack
After doing the needed hand seals a column of water will circle the ninja and then a large force of water will erupt to hit the attacker. Due to the force of the water the target will be
fully enveloped by the water and at its mercy as is pulls them away.

>Kirigakure no Jutsu
Range: -
Type: Supplementary
The ninja causes the area surrounding their target to be covered in fog. The low visibility allows the ninja to silently and secretly assassinate their target.

>Mizurappa
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
After forming the needed handseals, the user will expel a strong jet of water at his opponent.

>Suigadan
Range: Close (0m ~ 5m)
Type: Attack
The ninja does a string of hand seals to cause a nearby body of water to form a spinning drill.

>Suijinheki
Range: Close (0m ~ 5m)
Type: Defense
The ninja will first do a string of hand seals and then proceed to blow out a jet of water from their mouth to act as a water barrier from incoming attack.

>Suirou no Jutsu
Range: Close (0m ~ 5m)
Type: Supplementary
The ninja forms the necessary hand seals which causes the water to form around the target into a spherical prison which only allows for limited movement. The ninja must keep their body touching the water prison to maintain its existence. If the contact is broken, the water falls away and their target is released.

>Suiryuudan no Jutsu
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
The ninja forms the necessary hand seals which then causes a column of water in the form of a dragon to rise from the water and then strike their target.

>Suishouha
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack, Supplementary
the ninja does a string of hand seals which then causes a large volume of water to materialize out of nowhere. The water can then be directed at his target.

>Mizu Bunshin no Jutsu
Range: -
Type: Supplementary
Unlike a normal Bunshin, the Mizu Bunshin has the ability to interact more with the environment due to it having physical substance. This allows the clone to carry out limited attacks on its target. The range of the clone is limited however, it can not travel very far from the original body. If the Mizu Bunshin is injured, the clone will usually revert back into its natural water state.

>Mizukiri no Yaiba
Range: Close (0m ~ 5m)
Type: Attack
Ninjutsu technique that utilizes water to create a sword. The sword can be wielded in the normal fashion, allowing the ninja to cut and stab like a normal blade.

>Mizu no Muchi
Range: Close (0m ~ 5m)

Wind Jutsu

>Kamaitachi
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
Named after a mythical creature, the user creates a concussive wind that is imbued with chakra. When her opponent is caught in the wind, a tornado will raise them into the air and hold them with the chakra. The wind will then begin to cut the target with the sickling winds.

>Dai Kamaitachi
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack, Defense
This technique is a bigger version of the normal Kamaitachi no Jutsu, having the ability to cause a great amount of cutting damage to the nearby area.

>Daitoppa
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
After bringing his hand to his mouth, Kisho will blow a large blast of wind capable of leveling almost anything in its way.

>Renkuudan
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
The user inhales a large amount of air into his chest and then slams his fist into his chest to expel it. To strengthen the attack the user will imbue chakra into the air. When expelled it forms concussive spherical projectiles capable of inflicting large damage.

>Reppushou
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack, Supplementary
After forming the needed hand seals, Kisho will send a strong gust of wind towards his target. When acting in conjunction with another thrown weapon, the wind can increase its power and deadliness.

>Tatsu no Ooshigoto
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
Kisho will raise his hand into the air, causing the sky to grow dark and stormy. These clouds will create a cutting tornado that will drop down on top of her target.

Ice Jutsu

>Haryuu Mouko
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
After forming the needed handseals, an ice tiger will rise from the surrounding ice to strike out against its target. Its cold nature can freeze any nearby water, and its large mass can cause a large amount of damage when it impacts.

>Kokuryuu Boufuusetsu
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
After forming the needed handseals, Kisho will thrust his arm to send out a black ether-like dragon to strike his opponent. As it flies through the air it will begin to turn, when it hits the target it will use its motion to launch the opponent high into the air.

>Makyou Hyoushou
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
After forming the necessary hand seals, nearby water forms long flat mirrors 360 degrees around the target. Kisho himself then places himself inside one of the mirrors. Once inside the mirror, Kisho can then using the mirror reflections to confuse his target. Utilizing the reflections, Kisho can then almost instantaneously move from one mirror to the other. Due to the speed, his target will appear to be moving in slow motion. Because of this he can then unleash numerous needles into his opponent with little difficulty.

>Rouga Nadare no Jutsu
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Attack
After forming the needed handseals, an avalanche of snow will rain down towards Kisho's opponent. As the snow slides down, it will coalesce into large snow wolves. These wolves can follow Kisho's bidding and attack his opponent. A sufficiently powerful straight thrust can disrupt the wolves and return them to snow.

>Sensatsu Suishou
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
To create the needles, Kisho forms the needed hand seal and then kicks water into the air with his foot. The water then rises into the air and takes the form of a thousand needles. These needles then come raining down on his target.

>Tsubame Fubuki
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack
Kisho will create ice swallows which she can launch at her opponent. As they fly through the air, these deadly birds can hone in on their target. A sufficiently hot enough counter can melt the ice swallows.

>Hyourou no Jutsu
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Attack, Defense
After forming the needed handseals, Kisho will touch the ground, causing columns of ice to rise from the ground at his foe. If caught, the ice will rise up around his target and imprison them. He can also use this technique as a defensive measure, raising the ice to form a shield against incoming attacks.

Other Jutsu

>Chakra no Mesu
Range: Close (0m ~ 5m)
Type: Attack
After forming the needed handseals, the ninja will focus chakra to their hands. When their charged hands reach the body of their target, they can extend the chakra internally into the targets body to cut and neatly slice their muscles and blood vessels without harming the surface skin. This technique can be used in battle, but because of its hectic nature, the fine precision required for an instant kill is not feasible.

>Inyu Shometsu
Range: -
Type: Supplementary
Focusing his chakra to an area to be hit, he can begin the cell creation process the moment the area becomes injured.

>Kai
Range: -
Type: Supplementary
Kai is a Ninjutsu technique which allows the ninja to avoid the effects of a Genjutsu illusion. After forming the needed handseals, the Genjutsu technique will not affect the ninja.

>Ranshinshou
Range: Close (0m ~ 5m)
Type: Supplementary
Changing the chakra in his hand into an electricity, Kisho can create an electric field to disrupt her targets nervous system. Because the brain and body communicate using electrical impulses, Kisho can use the field to disrupt her targets ability to move. What results is commands to move one body part being relayed to another, making it near impossible for them to move unless they have high skill and understanding of the body.

>Shikon no Jutsu
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Supplementary
Shikon no Jutsu is a Ninjutsu technique that uses a dead body to create the illusion of another living person. The ninja can either animate a normal dead person, or alter the appearance of the dead person to resemble another. To do the second version, the ninja first changes the appearance of the dead body to resemble the person to be portrayed. Then using this jutsu they make the heart beat again, allowing them to control the actions of the dead body.

>Shousen Jutsu
Range: Close (0m ~ 5m)
Type: Supplementary
Shousen Jutsu is a Ninjutsu technique utilized by medical ninja. This technique allows the ninja to heal wounds by focusing their own chakra to their hands. If the ninja is highly skilled, they are able to heal more critical injuries.

>Summoning: Bahamut-summons one of four dragon like creatures to fight along side the user, each one stronger than the last, and each one with it's own special ability

Bahamut-weakest of the four, but is capable of sub-sonic flight

Neo-Bahamut-a more battle ready form, is covered in a metallic plating, while slowing down it's flight, it is vastly more powerful than Bahamut

Bahamut ZERO-a sleek, more stream line form, it is able to use the various elements, it is able to breath fire, cause great gusts of wind with it's wings, and cause fissures by slamming it's claw into the ground

Bahamut SIN- impervious to most physical attacks due to it's thick, armor like hide that is 10 times stronger than steel, is able to withstand intense heat and pressure

The Dragon King-summons the power of Bahamut SIN, giving the user an unbreakable sword, and armor that covers the front and back of the chest and stomach, the front of the legs, and the upper side of the arms. also causes the eyes to take a more reptile like look, giving the user enhanced night vision, enhanced reflexes, greater physical power, dragon like wings protrude from the back, allowing flight, and the ability to breath fire for a short period of time

>Zatôichi-
An ability belonging to Kisho Kimura that when activated causes temporary blindness in the user lasting for anywhere from 10 to 20 minutes. While using this jutsu the users other senses (hearing, touch, etc.) are increased to superhuman levels and also increasing their reflexes and reaction time so much that a person can react to something such as a blade starting to cut into their clothing and move to keep themselves from being cut, commonly used the Hidden Mist Jutsu to blind the enemy and to put them at a disadvantage

Taijutsu

>Konoha Dai Senpuu
Like the normal Senpuu, Kisho uses his quickness and agility to deliver a series powerful spinning kicks to his opponent.

>Konoha Reppuu
Using his quickness and agility, Kisho moves low to the ground and spinning kick to sweep his opponent off their feet.

>Konoha Senpuu
Using his quickness and agility, Kisho charges at his target and spins his body to do a flying round house kick on those opponents within his range of attack.

>Omote Renge
By opening the first of the Celestial Gates, the Initial Gate, the ninja is able to release the restraints in the brain and push the body farther. With a quick dash Kisho is suddenly below his target and a quick upward kick sends his opponent skyward. Kisho then jumps into the air to place his chest to the back of his opponent. He then wraps his arms and the bandages around his opponent to prevent escape. As the pair begin their fall back to earth, Kisho begins to spin downwards at a high rate of speed, driving his opponent head first into the ground.

>Ura Renge
To utilize the Ura Renge, Kisho will open the first three Celestial Gates. Then, like Omote Renge, he quickly moves beneath the target and kicks them upwards. While in the air Kisho will then pummel his opponent throughout the air with high speed Taijutsu attacks to weaken them. Then at the apex of his attack he will strike his opponent in the chest towards the ground. Kisho then moves in close to his opponent and attaches his bandage. Kisho will then allow his opponent to get some distance, he then pulls his target back to his body and does a hard downward palm strike to their chest causing them to crash into the ground with massive damage.

>Suiken Ryuu
Suiken is fighting style utilizing alcohol to loosen the body's muscles and the unstructured movements make the users attacks harder to predict. By being in this drunken state, the user can take more damage without feeling the pain, gain higher agility and provide a natural fluidity to their movements.

Um, If its not too much to ask, could I get some English in your jutsu names? Also, you need their ranks. It determines the damage and chakra used.
